Nga To was born in 1950 in Hanoi, Vietnam, but moved to Saigon when he was four years old. In 2007, he was sponsored by his son and came to the United States, where he settled in Portland, Oregon.

In this oral history interview, To begins by talking about how he ended up moving to Portland and his first impressions of the city. He also discusses the initial difficulties of coming to America, such as finding an apartment, experiencing the language barrier, and not knowing his way around the city while driving. To then goes on to talk about involvement with the church and how that is a place where many Vietnamese people come together, as well as how the city has changed in the years he has lived here. At the end of the interview, To shares about his experience with the Vietnamese community in Portland and the differences between the younger and older generations.
